SUMMARY:

The Department of Labor (DOL) is submitting the Bureau of Labor Statistics (BLS) sponsored information collection request (ICR) proposal titled, "Occupational Requirements Survey," to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq. ). Public comments on the ICR are invited.

The OMB will consider all written comments that agency receives on or before July 22, 2015.

SUPPLEMENTARY INFORMATION:

This ICR seeks PRA authority for the Occupational Requirements Survey (ORS) information collection. The ORS will be a nationwide survey that the BLS will conduct at the request of the Social Security Administration (SSA). The first three years of data collection and capture for the ORS will start in 2015 and end in mid-2018. The SSA, Members of the Congress, and representatives of the disability community have all identified the collection of updated information on the requirements of work in today's economy as crucial to the equitable and efficient operation of the Social Security Disability Insurance (SSDI) program. The information currently available is more than twenty (20) years old. Estimates produced from the data collected by the ORS will be used by the SSA to update occupational requirements data in administering the SSDI and Supplemental Security Income SSI programs. The ORS will collect data from a sample of employers. These requirements of work data will consist of information about the duties, responsibilities, and job tasks for a sample of occupations for each sampled employer. The BLS Authorizing Statute and the Economy Act authorize this information collection. See 29 U.S. C. 9, 9(a) and 31 U.S.C. 1535.


[top] This proposed information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB page 35677 Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information if the collection of information does not display a valid Control Number. See 5 CFR 1320.5(a) and 1320.6. For additional information, see the related notice published in the Federal Register on February 18, 2015 (80 FR 8696).

• Evaluate whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility;

• Evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used;

• Enhance the quality, utility, and clarity of the information to be collected; and

• Minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology, e.g., permitting electronic submission of responses.
