The following areas have been determined to be adversely affected by the disaster:
Primary Counties: Alleghany, Ashe, Avery, Buncombe,Burke, Caldwell, Jackson, Macon,Madison, Mitchell, Polk, Watauga,Yancey, and the Eastern Band of Cherokee Indians.
