SUMMARY:
In compliance with the Paperwork Reduction Act of 1995, this request for comments announces that the U.S. Coast Guard is forwarding two Information Collection Requests (ICRs), abstracted below, to the Office of Information and Regulatory Affairs (OIRA), Office of Management and Budget (OMB) requesting an extension of their approval for the following collections of information: (1) 1625-0067, Claims Under the Oil Pollution Act of 1990 and; (2) 1625-0068, State Access to the Oil Spill Liability Trust Fund for Removal Costs Under the Oil Pollution Act of 1990. Our ICRs describe the information we seek to collect from the public. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.

SUPPLEMENTARY INFORMATION:
The Coast Guard invites comments on whether this information collection request should be granted based on it being necessary for the proper performance of Departmental functions. In particular, the Coast Guard would appreciate comments addressing: (1) The practical utility of the collections; (2) the accuracy of the estimated burden of the collections; (3) ways to enhance the quality, utility, and clarity of information subject to the collections; and (4) ways to minimize the burden of collections on respondents, including the use of automated collection techniques or other forms of information technology.
Comments to Coast Guard or OIRA must contain the OMB Control Number of the ICR. Comments to Coast Guard must contain the docket number of this request, [USCG 2008-0222]. For your comments to OIRA to be considered, it is best if they are received on or before August 1, 2008.

Information Collection Request
1. Title: Claims Under the Oil Pollution Act of 1990.
OMB Control Number: 1625-0067.
Type of Request: Extension of a currently approved collection.
Affected Public: Claimants and responsible parties of oil spills.
Abstract: The Coast Guard will use the information collected under this information collection request to: (1) Determine whether oil-spill-related claims submitted to the Oil Spill Liability Trust Fund under section 1013 of the Oil Pollution Act of 1990 (33 U.S.C. 2713) are compensable and; (2) if they are, to ensure proper compensation for the claimant.
Burden Estimate: The estimated burden has decreased from 14,800 hours to 8,267 hours per year.
2. Title: State Access to the Oil Spill Liability Trust Fund for Removal Costs Under the Oil Pollution Act of 1990.
OMB Control Number: 1625-0068.
Type of Request: Extension of a currently approved collection.
Affected Public: Anyone claiming an Oil Pollution Act (OPA) damage or removal cost as a result of an OPA incident.
Abstract: The Coast Guard will use information provided by the State to the Coast Guard National Pollution Funds Center to determine whether those expenditures regarding the Oil Spill Liability Trust Fund are compensable under 33 U.S.C. 2713 and, if they are, to ensure payment for the correct amount of funding from the Fund.
Burden Estimate: The estimated burden remains 3 hours per year.
