Notice of public meeting.
SUMMARY:
There will be a 3-day meeting of theFederal Insecticide, Fungicide, and Rodenticide Act (FIFRA) andFood Quality Protection Act (FQPA) Scientific Advisory Panel(SAP) to review a set of issues being considered by the Agencypertaining to the Bt plant pesticides risk andbenefit assessments. The meeting is open to the public. Seatingat the meeting will be on a first-come basis. Individualsrequiring special accommodations at this meeting, includingwheelchair access, should contact Paul Lewis at the addresslisted under FOR FURTHER INFORMATION CONTACT atleast 5 business days prior to the meeting so that appropriatearrangements can be made.

The meeting will be held on October 18, 19and 20 from 8:30 a.m. to 5:00 p.m.

A. Does this Action Apply to Me?
This action is directed to the public in general. This actionmay, however, be of interest to those persons who are or may berequired to conduct testing of chemical substances under theFederal Food, Drug and Cosmetic Act (FFDCA), the FederalInsecticide, Fungicide, and Rodenticide Act (FIFRA), and the FoodQuality Protection Act (FQPA). Since other entities may also beinterested, the Agency has not attempted to describe all thespecific entities that may be affected by this action. If youhave any questions regarding the applicability of this action toa particular entity, consult the person listed under FORFURTHER INFORMATION CONTACT .

Interested persons are permitted tofile written statements before the meting. To the extent thattime permits, and upon advance written request to the personslisted under FOR FURTHER INFORMATION CONTACT ,interested persons may be permitted by the Chair of the FIFRAScientific Advisory Panel to present oral statements at themeeting. The request should identify the name of the individualmaking the presentation, the organization (if any) the individualwill represent, and any requirements for audiovisual equipment(e.g., overhead projector, 35 mm projector, chalkboard, etc.).There is no limit on the extent of written comments forconsideration by the Panel, but oral statements before the panelare limited to approximately 5 minutes. The Agency also urgesthe public to submit written comments in lieu of oralpresentations. II. Background
A. Purpose of the Meeting
The registrations for Bt corn and Bt cotton expire in 2001. This 3-day meetingconcerns a reassessment of the risks and benefits for all Bt plant-pesticides (corn, cotton, and potatoes).Topics to be presented are: insect resistance management,non-target organism effects, gene flow/outcrossing, environmentalfate in soil, benefits/economic analysis, human health effectsand product characterization.
B. Panel Report
Copies of the Panel's report of their recommendations will beavailable approximately 45 working days after the meeting, andwill be posted on the FIFRA SAP web site or may be obtained bycontacting the Public Information and Records Integrity Branch atthe address or telephone number listed in Unit I. of thisdocument.
